Crazed Emperor of Kwan Province
Joshua Norton came to San Francisco during the gold rush of 1849. Immediately he noticed the large Chinese population and thought he could make a fortune growing and selling rice. Using his large inheritance he ordered seed and bought lands to farm, only to find that someone else had the same idea six months earlier. He left San Francisco for a couple years before returning claiming to be Emperor Norton the First, Emperor of America and Protector of Mexico.
He wears a bright-blue Napoleonic uniform decked out with medals and has an outlandish beaver hat decorated with feathers on his balding head.
No one is sure why Mu-T’uo Kwan placed Emperor Norton in charge of his province, but Kwan insists that Norton is the legitimate ruler of California.
